Should we cut the debt before helping Joplin?

Republicans want to cut more of the deficit before giving money to families in need in tornado devastated Joplin, MS. Is this the way to handle the debt crisis and is this in your eyes using the crisis in Joplin as a bargaining chip on the deficit?
