Should my friend turn these people in?

His cousin has three kids and stays at home watching them. Her husband can't hold down a job, and he had a good job a few months ago, but he called in a lot, so he was one of the first to get layer off. They have taken advantage of the generosity of churches before, and the generosity of family. And they have even cussed family out if they couldn't afford to help them at that time. They are both probably on drugs and they used to beat on a disabled friend who lived with them before he ran off. They only were using him cause he drew social security. Well DHS has been checking out their kids several times, so they took off to a differ ant state. They took the car they haven't payed off and they aren't going to pay it so it's basically stolen. Now they have convinced someone they are Joplin victims and this kind hearted person gave them a trailer to live in. I don't know why my friend allows them to take advantage of people. I think he's afraid they will hate him and he will never see the kids again. But he probably won't anyway.
