What is the process for becoming a Catholic Priest?

Hey, I was curious what does the process to become a Catholic Priest involve? I understand that people who did not go to college have to go through 8 years of schooling in the seminary or something along those lines, whereas college grads typically go through 4-6 years of studies. I believe college grads do a Master's in theology to become priests? However, what I was also curious to know is whether or not candidates for the priesthood have to learn a foreign language during their studies? Lastly, do all candidates go for studies in Rome? or does the Bishop or whoever in charge decide whether certain candidates go to Rome over others? Thanks for the help, and please fill in any other gaps pertaining to this issue!!!
