Velocities add as vectors. The plane is headed north, but the wind is south, so the actual velocity of the plane relative to Joplin is north, but slower than the air speed (the plane pushes forward, but the wind pushes it back). Once you know the average velocity of the plane, you can determine the time of flight from the definition of average speed. Don't forget to convert to minutes!
